The EU Innovation Fund awarded €223 million in funding to the ORLEN-backed Atlas carbon dioxide transport and storage project on Norway’s continental shelf on October 21, 2026. The project has an initial design capacity of 6 million tonnes per year, with scope for expansion, and targets its first CO2 injection in 2031.
The grant provides financial support for developing the planned transport and storage capacity. For businesses considering Atlas as a potential destination for captured CO2, the practical significance will depend on how the project progresses toward operation and when storage services become available.
The distinction between design capacity and actual injection volumes matters. The initial figure of 6 million tonnes per year describes the project’s planned capacity; it does not establish how much CO2 will be delivered or stored when operations begin. Likewise, the potential for expansion leaves room for additional capacity without establishing a larger operating scale or a timetable for achieving it.
The 2031 first-injection target provides a reference point for planning across the associated CO2 transport and storage chain. Its usefulness to prospective users will depend on the alignment of capture facilities, transport arrangements and storage readiness. Progress in one part of that chain alone would not ensure that CO2 can reach the storage site on schedule.
Further project announcements on development milestones, transport arrangements and storage commitments would help clarify how the funded project could translate into available capacity. For now, the award strengthens Atlas’s financial footing, while delivery of its planned capacity remains tied to project execution ahead of the targeted first injection.
